Influencer Marketing Agency in Saudi Arabia
Licensed Saudi creators matched to your buyers by city, briefed in Arabic and tracked to leads and sales.
Saudi buyers ask people before they ask brands: Before trying a new cafe in Riyadh, booking a clinic in Jeddah or ordering from a new online store, many Saudi shoppers watch what creators they follow have to say about it. DataReportal counted 38.6 million active social media user identities in Saudi Arabia in October 2025, more than the population itself because many people run several accounts, so the audience is there. The hard part is picking the right creators, keeping every paid post within Saudi rules and proving what the campaign sold. NoVi Marketing Services is a full-service marketing agency that plans and runs influencer campaigns for brands across Saudi Arabia, working remotely with your team.
Who this service is for: Brands selling to Saudi customers that want creator content tied to enquiries, bookings, installs and sales. That includes restaurants, cafes and coffee brands, fashion, jewellery and beauty, real estate developers and brokers, clinics, apps and e-commerce stores on Salla, Zid or Shopify, FMCG and retail brands, and regional or international brands entering the Kingdom for the first time. If you only need creators for a campaign in Egypt, our Cairo influencer page is the better fit.
Licensed creators only, the Mawthooq licence: Saudi Arabia requires individuals who publish paid advertising on their social accounts to hold the Mawthooq (موثوق) advertiser licence, issued by the General Authority for Media Regulation (formerly the General Commission for Audiovisual Media). The Ministry of Commerce has reportedly told businesses to confirm a creator holds the licence before working with them. We check licence status for every creator on a shortlist, record it in the campaign file and leave unlicensed accounts out of any paid work.
Non-Saudi creators and visiting influencers: Rules for non-Saudi residents and visiting creators are stricter. Reports since 2022 say non-Saudis may not publish paid ads on social media in the Kingdom without the proper licence and approvals, and that they generally need to work through or under a licensed commercial entity. In late 2024 the Ministry of Commerce was also reported warning businesses not to promote visiting celebrities who lack the licence. If your brand wants a Gulf or international name for a Saudi launch, we raise these questions before any fee is agreed, and we recommend you confirm the current requirements with Saudi legal counsel.
Clear labelling of paid content: Every post made in return for a fee, a product or an invitation is clearly marked as an ad or paid partnership, using the platform's own label where one exists and a plain Arabic or English mention in the caption or video. Hiding the commercial link damages trust with Saudi audiences and can create regulatory risk for both the creator and the brand. The exact wording expected can change, so we check current guidance at the start of every campaign.
Content standards that fit Saudi audiences: Saudi content rules and audience expectations cover respect for religion, public decency, national symbols and accurate claims. Using the Saudi flag in commercial advertising or as a trademark is prohibited, and in 2024 the Ministry of Commerce was reported extending the ban to other national and religious symbols in promotional material, which matters for National Day and Founding Day content. Health, food supplements, finance and real estate claims need extra review, and real estate ads follow REGA rules. We write these points into the brief so creators know the limits before they film, not after a post is reported.
Snapchat first, then the rest of the mix: Snapchat is part of daily life for a large share of Saudi users. DataReportal reported that Snapchat's ad reach in Saudi Arabia was equal to about 73 percent of the total population at the end of 2025. Many Saudi creators build their following through daily Snap Stories, so a Snapchat creator can be the main channel for a launch, not an extra. We still plan each brand on the platforms where its buyers actually spend time, with the reasons written in the plan.
TikTok, Instagram, X and YouTube in KSA: TikTok drives discovery and trends, and suits offers, launches and products that are easy to show in a short video. Instagram suits fashion, beauty, jewellery and hospitality, where the visual quality of a Reel matters. X carries news, opinion and sport conversation and suits launches with a talking point. YouTube works for long reviews, tech, cars and gaming integrations. We match the format to the goal, a 30-second TikTok for an offer, a Snapchat day-in-the-life for a store visit, a YouTube review for a considered purchase.
The right Saudi voice for the right city: A creator who is popular in the Gulf is not always trusted in your city. Najdi audiences in Riyadh, Hijazi audiences in Jeddah, Makkah and Madinah, and audiences in Dammam and Al Khobar each respond to their own references, humour and dialect. Expats in Saudi Arabia often follow English or other-language creators. We look at each creator's audience by city and nationality, not only by country, and match the voice to the buyers you want to reach.
How we vet Saudi creators: We ask every creator for platform insights showing audience country, city, age and gender, review engagement over recent posts, read the comments rather than counting them, and look for signs of bought followers or engagement pods. We also review past brand partnerships, recent work for direct competitors and any content that could be a risk for your brand. Creators who will not share audience data do not reach the shortlist.
Micro, mid-tier or celebrity in Saudi Arabia: Big Saudi names bring fast reach for a launch moment and suit mass consumer brands with the budget for it. For most brands, a group of micro and mid-tier creators in a clear niche, such as Riyadh food, Jeddah fashion or Eastern Province family life, brings more relevant enquiries per riyal and spreads the risk across several voices. We recommend the mix after looking at your goal, product, cities and budget, and we explain the reasoning in writing.
Briefs written in Arabic: Briefs are written in Arabic for Saudi creators, with the offer, the must-say and must-not-say points, the claims you can prove and the call to action. Then the creator presents it in their own voice and dialect. A script read word for word usually performs worse than a creator who sounds like themselves. Product names, prices in SAR and promo codes are fixed in the brief so every creator says them the same way.
Contracts, approvals and usage rights: Every partnership has a written agreement covering deliverables, posting dates, approval rounds, exclusivity, payment terms, the ad label, licence details and how long you may reuse the content in ads and on your own channels. You approve every script and video before it goes live. When a post performs well and you want to run it as an ad, the rights are already agreed.
Tracking every creator to a result: Each creator gets their own link, promo code or pre-filled WhatsApp message, so each order, booking or enquiry is traced back to the creator who drove it. For apps we connect creator links to your attribution tool, and for Salla, Zid or Shopify stores we use unique discount codes. The report then shows which partnerships sold and which only brought views.
Snapchat, TikTok and Instagram partnership ads: With the creator's written permission, their best posts can run as ads from their own handle, as Spark Ads on TikTok and partnership ads on Instagram and Facebook, with Snapchat's creator ad options where available. You keep the authentic look of creator content and add targeting by city, age and interest, with budgets in SAR. The permission period and spend are written into the contract.
Seasonal planning for the Saudi calendar: Creator demand rises around Ramadan and Eid, Founding Day on 22 February, Saudi National Day on 23 September, the back-to-school period and White Friday. Riyadh Season, which in recent years has run from the autumn into the following year, keeps entertainment, food and retail creators busy for months. Creators book up and rates often rise before these peaks, so we shortlist and book weeks ahead, lock approvals early and keep a reserve creator for every key post. In Ramadan, viewing moves later into the evening and after iftar, and audiences expect a calmer, family and generosity tone. Offers, gifting and iftar or suhoor content work best when they respect the month rather than push hard sales. We plan Ramadan creator content and posting times with this in mind and prepare Eid content in the same booking so creators are not rebooked at peak rates.
Sector playbooks for Saudi brands: Restaurants and cafes do best with local food creators who visit a named branch, show one dish and give a branch or delivery-app code. Real estate developers need creators who show the site, the unit and the payment plan, with every claim checked against approved sales material and enquiries sent to WhatsApp. Clinics need creators who share their own experience with no promised outcomes and a doctor's sign-off on claims. Apps and e-commerce stores track installs and orders through each creator's own link or code.
How to choose the best influencer marketing agency in Saudi Arabia: Ask any agency, including us, these questions. Do you check the Mawthooq licence for every creator, and how do you handle non-Saudi creators? Will you share audience insights by city before we book? Will each creator have a tracked link, code or WhatsApp message? Who writes the Arabic briefs? Are creator fees, your fee and the boosting budget shown separately? What will the final report show apart from views? The agency that answers all of these clearly, in writing, is the one to shortlist.
Brand first, then creators: Creators can only present a brand that is clear. NoVi has built brand guidelines for Saudi businesses including Khyam, Emilie, Pawm and Qahwet El Sheikh, and you can see them in our brand guidelines section. These are brand identity projects, not influencer campaigns, and they show how we think about tone, visuals and audience before any creator is briefed.
How we work with you: We start with a free consultation and an influencer campaign plan, then share a shortlist of licensed creators with audience data, formats and costs. After your approval we handle contracts, briefs, content approvals, posting and live monitoring, then boost the best posts and send a final report with cost per result and the creators worth keeping. The work runs remotely through video calls, shared documents and WhatsApp, Sunday to Thursday from 10:00 to 18:00.
Pricing and the final report: There are no fixed packages. Costs depend on the number and size of creators, platforms and formats, usage rights, exclusivity, production and the boosting budget. After the free consultation we price the work as a Project, a Monthly Retainer or a Custom scope, with creator fees, our fee and ad spend shown separately. The final report shows leads, orders or installs and cost per result, not just views and likes.

Frequently asked
How much does an influencer marketing agency in Saudi Arabia cost?
It depends on the number and size of creators, the platforms and formats, usage rights, exclusivity, production and the boosting budget, so we do not publish fixed packages. After a free consultation we price the work as a Project, a Monthly Retainer or a Custom scope, with creator fees, our fee and ad spend shown separately.
Do influencers in Saudi Arabia need a licence to post paid ads?
Yes. Individuals who publish paid advertising on their social accounts in Saudi Arabia are required to hold the Mawthooq advertiser licence issued by the General Authority for Media Regulation, and businesses have reportedly been told to check the licence before working with a creator. We check licence status for every creator we shortlist. Rules change, so confirm the current requirements with Saudi legal counsel.
Can we work with non-Saudi or visiting influencers in Saudi Arabia?
Possibly, but the rules are stricter. Reports say non-Saudi residents and visitors may not publish paid ads in the Kingdom without the proper licence and approvals, and generally need to work through a licensed commercial entity. We raise these points before any booking and recommend you confirm the current position with counsel.
Do paid influencer posts in Saudi Arabia have to be labelled as ads?
Every post made in return for a fee, a product or an invitation should be clearly identified as advertising. We use the platform's paid partnership label where available plus a clear mention in Arabic or English, and we check current guidance at the start of each campaign.
Which platforms work best for influencer marketing in Saudi Arabia?
Snapchat and TikTok usually lead for reach and discovery, Instagram suits fashion, beauty and hospitality, X suits news and conversation, and YouTube suits longer reviews. We pick two or three platforms based on where your buyers actually are, not all of them at once.
Should we use micro influencers or big Saudi names?
Big names suit launches and mass awareness when the budget allows. For most brands a group of micro and mid-tier creators in a clear niche and city brings more relevant enquiries per riyal and spreads the risk. We recommend the mix after looking at your goal, product and budget.
How far ahead should we plan for Ramadan, Founding Day or National Day?
Start several weeks before the season. Creators book up and rates often rise before Ramadan, Eid, Founding Day on 22 February, National Day on 23 September and during Riyadh Season, so early shortlisting and approvals keep the right creators available.
How do you measure the results of an influencer campaign in KSA?
Each creator gets their own link, promo code or pre-filled WhatsApp message, and app campaigns connect to your attribution tool. The final report shows leads, orders or installs and cost per result for each creator, with a recommendation on who to keep for the next campaign.
Do you have an office in Riyadh?
